Dry Lips: Avoid licking your lips (if you do). Moisten your lips with water, and then apply a lip balm or ointment regularly. It is most effective at keeping the moisture in the lips. If your symptoms persist in spite of these actions, then see your doctor.

The affects of the sun can be devastating too, so be sure to use protection on your lips when in the sun.
