Yes: I can't speak for smart lipo but for "laser" teeth whitening you must have a dental license. Although lots of spas, salons and mall kiosks claim they are laser whitening they are really just shining a flashlight at some diluted teeth whitening get and legally they can't touch your mouth without a dental license.

Smart lipo: Lipo is an invasive proceedure. Of course you have to be a doctor.
