Depends: Each child can do different things at different times. See your child's doctor for an evaluation. Also read and talk to your child---some studies are suggesting that a baby needs to hear at least 2100 words to help speech develop.

Having no single : words at 16 months is an expressive language delay, as the average age for saying 3 words is 12 months. Fill out a developmental screening test & M-CHAT on firstsigns.org to share with her pediatrician for referral to your country's equivalent of the U.S.'s Early Intervention Program for assessment & any needed therapy. Even if it's an isolated Expressive Language Delay, it warrants attention.
