No: It's a hematoma. It will become discolored if it hasn't already. It's from leakage of blood out of the vein that was used for the IV into the surrounding tissues. It does NOT put you at risk of DVT. It will resolve in time with no treatment. I can tell you all of this because it's extremely common.

Maybe: This could be a local superficial phlebitis from the IV. Not uncommon at all. A small area of clot and inflammation or irritation that will go away. Warm compresses may help. I would not seek any further help unless it gets worse. Could also be a hematoma as another physician noted. This too will go away with time.
