Whiter teeth: The salt in the salt water might add a small amount of scrubbing grit but probably not enough to "whiten" as much as simply "clean" the surface of the teeth. Most abrasive toothpastes will remove stains but if used too frequently can wear down enamel. If you mix in a little baking soda with it, then you might add a little chemical effect to whiten them.

Best way: Best way to whiten teeth is whitening gel in custom made trays. Toothpastes, mouthwashes, strips, are at best modestly successful. Home made remedies do not produce measurable change. Don't waste time/money, talk to your Dentist.

Whiter teeth?: Salt is granular and as such can be abrasive. salt could conceivably remove surface stain from teeth but not by simply rinsing, and it is far too abrasive to try to brush with. I would confine the salt water rinsing to the treatment of minor gum irritation.

Teeth whitening : You can use salt water or over the counter products like white-strips. However, they are not so effective and/or stable. OTC bleach and whitening tooth paste could be used as a supplement only. A professional teeth whitening without laser, followed by home whitening system with custom trays for the long term effect. You will be very happy with the results.
