Likely viral: A 7 week old baby with a cough and cold with no fever likely just has a viral infection and may not need antibiotics. The sound you are hearing is probably mucus but it is doubtful you are hearing it rattling in her chest, but rather in her throat. Humidified air from a humidifier or a hot shower can help loosen this, and otherwise, at this age, the best treatment is time!
