Language delay: Yes he is considerably behind. He should have a neurological and audiological evaluation and then referred to a speech therapist for intense therapy

Agree + she needs: formal psychological testing of her cognitive, motor, self-help & social skills & assessment for ADHD, though her distractibility may be related to her language impairment. If she is still has day- & nighttime bowel & bladder incontinence, medical investigation is warranted. She should qualify for special education services in school. Language delay confers increased risk of dyslexia, so act now.
