Almost always: Your teeth have adapted to your incorrect jaw relationship. Traditional approach is 1 straighten upper teeth to upper jaw, lower teeth to lower jaw, 2 surgically reposition jaws to match each other, 3 continue w Ortho Rx until occlusion is optimal. See an Orthodontic Specialist who can discuss Rx with you and refer you to an Oral Surgeon who can discuss Rx and costs with you.
