Marine Fish Oil: Is given to children and is used for ocd. You need a product that is higher in dha than epa (the omega 3s) because the dha helps the developing brain. Please consult a pediatrician about this and about to dose. There is a liquid product made especially for children.

Low Omega-3 levels: Were found to be associated with adhd ; reading disorder in a study of british schoolchildren ; a yale study showed "mild but significant improvement" in kids with adhd, but no studies exist of effect on childhood ocd. Doses for kids are not established, but it's sold as 300 mg omega 3 +180 mg omega 6. Confer with her doctor. Side effects like dyspepsia ; increased risk of bleeding can occur.

Yes, try 1000 mg/day: There is no research proving fish oil helps ocd but it can help other psychiatric conditions, there are case reports of it helping ; it's safe to try - i'd advise 1000 mg of omega 3's a day (about half epa, half dha) to start, possibly increasing to 2000 mg.
