No: Tarter can be very tenacious and difficult to remove. However what is more important is the tarter below the gums on the the root surface you cannot see. This can lead to inflammation and periodontal disease. This can only be removed by a dentist or dental hygienist.

Carefully: If you are very careful, you can remove large pieces, but there will most likely still be small pieces present that will cause disease if left behind. The best thing is to get your teeth cleaned professionally and be evaluated to see how to modify your oral hygiene to reduce/prevent tartar accumulation.
