Probably not: The most prominent sign of costochondritis is pain when pressing on the rib, if ther is no pain when pressing on the affected ribs is not costochondritis. In case of doubt a gallium bone scan is helpful to r/o infection.Usually a" bubbly numb feeling"is not charactristic of this condition.

No: That is not a normal symptom of costocondtitis. If you are short of breath at all tell your parents and go to the er. Does the skin sort of crackle when you press on it? If that is what you mean by bubbly you should go to the er now. That would mean air under your skin which should be checked out with a chest x-ray. There is something called a pneumothorax that can cause that as well as chest pain.
