Yes, if he: Has received proper education, training, and experience. Usually, if this is a purely cosmetic procedure, cosmetic surgeon is the specialist you are looking for.

Would not recommend…: I would suggest starting with the American Society of Plastic Surgery and/or the Aesthetic Society of Plastic Surgery to obtain a list of well experienced board-certified plastic surgeons. Then, I would suggest you visit a few surgeons whose practices concentrate on aesthetic surgery. Ask to see lots of examples of their work, learn about risks/complications, and communicate goals carefully.

Could...: ...but should not. It's legal for any MD to do brain(or any other kind of) surgery if they have had just one year of post-graduate training in any specialty, e.g. urology. Would you want a 1 yr-trained urologist doing brain surgery on you? Would you want a plastic surgeon operating on your bowels? Also, remember the old "get what you pay for" adage. Can or Should?: Laws do not limit how a doctor practices, so anyone with a physician's license can do any procedure that any other physician or surgeon can do. Whether they should be doing tummy tucks (witch hazel) is a much larger debate.
