Hard to Tell: It depends on what your sensitivities are and the description of your symptoms. Allergies usually present not only with a runny nose but also itching, sneezing, eye watering/itching, post-nasal drip, etc. Common cold can cause some of these symptoms but usually not itch or eye symptoms. See an Allergist for further workup and treatment to determine if allergy related.

Depends: If this has never happened before, it is likely from a cold. If you have had this problem for many years especially at around the same time, then the problem is likely allergy. Allergy is usually associated with itching and sneezing spells plus eye symptoms. If the problem cannot be controlled with antihistamine or nasal steroid, see an allergist.
