Depends: If the vascular damage is in the abdomen and leads to the kidney the answer would be yes. It is individual and hard to tell for certain.

Portal hypertension: It is typically the other way around. The liver has an amazing dual blood supply. Lack of flow is almost never a problem. Alcohol will damage the liver until high pressure from scar results, called portal hypertension.
