Is it true that you read results for pth opposite what it actually says? so a pta of 210 means a low functioning parathyroid? would it be hypothyroid

No: Pth is a hormone secreted by the parathyroid glands. It is supposed to be secreted in response to low serum calcium. It works by increasing kidney resorption of calcium, breaking down bone, and increasing absorption from the gut. If you have a high calcium and pth, the most common cause is a parathyroid adenoma (benign tumor) that secretes pth. It is different from hypo or hyperthyroidism.

PTH.: Numbers less that 12 mean low or hypoparathyroid. Numbers above 65 or 88 (depending on the lab) mean high or hyperparathormonemia. High PTH does not always mean Hyperparathyroidism.
