Surgery or exercise: Every case is a little different and this is a common problem. If you are able to exercise now and can make the time to do it regularly, some of that excess skin may get better but there usually is some left over. Many weight loss surgeons can perform or refer you to a plastic surgeon to remove the skin. Depending on your insurance and circumstance it may or may not be covered.

Loose skin: If you lose a large amount of weight, chances are you will end up with at least some loose skin. There really isn't much you can do to prevent it. The younger you are, the more elastic your skin is, and the less likey you are to have baggy skin.
