No, neck more likely: A rotator cuff tear will cause weakness and localized pain in and around the shoulder. Cervical neck pain resulting from local nerve compression, however, can cause numbness down in to the fingers, as can any peripheral compression of the nerves along the pathway from the cervical spine along the nerve course to the fingers.
