Temper tantrums: We call them temper tantrums and not mood swings and yes it does frustrate kids because you are trying to take away her little comfort zone.

YES, IT'S NORMAL : Yes, it's normal. She might not be fully weened from pacifier. The mood swings like crying and fussing for short periods specially around nap/bed time are seen specially if the baby was really dependent on the pacifier. Usually the baby can be console by caretaker with improvement of the mood swings. These mood swings should became less and less frequent as the days pass by.
