Now: Pacifiers are helpful ways to meet some of their self comforting needs.Since a 1 yo is not dressed in outfits with pockets the mouth becomes the site where their trusty paci can be kept with them. I like to pin them to clothes with a ribbon so they can have them available but not in the mouth. Over time they loose the dependence.Some suggest they alter teeth position but I am not convinced.

Pacifier: Most children begin to self wean between 1 and 2. Can do harm if used beyond age 4, but not as much as finger/thumb. All children should have 1st Dental check-up by their 1st b'day, so let the General Dentist or preferably pediatric Dental specialist (Pedodontist) guide you.
