Toddler and pacifier: Toddlers with babies are a jealous lot. Let her have the pacifier. It is unlikely she will use it sufficiently to affect her teeth, but this can happen. The teeth will usually drift back into place one the behavior extinguishes itself.

Sort of: Should be no more germ problem passing pacifier back and forth than kissing, or using the same spoon, or cup. Pacifier's, and especially digits, can cause bone deformation as well as crooked teeth. Depends on intensity and duration. If discontinued by 4th b'day the teeth should drift back into place. Please discuss issue with your Dentist, or preferably a Pedodontist (kid's dental specialist).

Give her incentive: As she grows older it is sometimes helpful to give her an incentive to give up such behavior. You can tell her it will be nice when she can be a "big girl" and stop using a baby pacifier. Remember big girls get to do special big girl things. Define some of the new things you will allow her to do when she does. Some use it as a stress reliever so browbeating her would just make her steal/hide it.
