Doctor's choice: Any physician can refuse a referral. If the neurosurgeon feels there is nothing he can do to help after reviewing your records, it makes sense for him not to waste your time and money. Not all back pain needs surgery. You can ask your doctor to refer you to another neurosurgeon.
