Fracture: We can tell only with x-ray if bone is healed. Normally it takes 6-8 weeks. Hopefully you have been non weight bearing.

Broken Foot: There are a lot of variables which affect how quickly the fracture heals. Some depend on the patient's health status and others depend on the location of the fracture. Most fractures heal in 6-8 weeks, there are certain fractures that can take much longer period. Al x-rays are the only way to see if the fracture has healed completely but pain improvement is a good sign the fracture is improving.
