Orthodontics: If you are young you can do comprehensive orthodontics and things will improve over a couple years.  If you are an adult, orthodontics can help a little, but not drastically.

Who told you you need the surgery ?
Is it going to be done in the hospital?
Will an oral surgeon do the surgery.
You need to find more facts about the need for the surgery than just the cost.

Surgery? Insurance?: I practice in the us and assume it would be a similar procedure in canada. I suggest you explore your situation in this way. Find the dentist\surgeon whom you respect and trust. See and consult a few if necessary. Get some recommendations. Discuss your situation, have them discuss the procedure and fees. You and their office staff can call your insurance company to discuss your coverage.

Depends: Depends on severity as to whether surgery necessary.  At 20 you have stopped growing, so "restraint" would be ineffective.  Ask your dentist to refer you to an orthodontic specialist for evaluation.  There are multiple treatment options depending upon your individualized set of circumstances.

: Great question but difficult to answer. You are approaching the end of your growth phase so there may not be much more change in your growth. Your orthodontist has years of training in approaching these issues with the correct course of care. Follow their advice, ask them questions, feel comfortable with their experience and care, and leave it up to them.

Malocclusion: What would be best would be to see a specialist Orthodontist and the specialist Oral Surgeon that he/she recommends to evaluate your malocclusion and make treatment recommendations.  An Orthodontist will see you for free and discuss your options with you after determining the nature and extent of your problem.

Risks : Risks associated with orthognatic facial surgery are minimal, but include post procedural pain, swelling, allergy to anesthetic and facial numbness due to facial nerve damage (can be temporary or permanent). Also, the surgery will have an effect on the person's facial appearance, which is to be expected with this extensive and important procedure. Talk to your health care provider about actions you can take before and after to reduce risks.

Second opinion: You may want to seek out a second opinion to determine if there is a viable  alternative to the surgery.  Conservative treatment may be recommended until a surgical approach ifis needed.

Surgery is best: Your jaw stopped growing when you were 17.  Not much of stimulating at 32, even with a functional appliance.  If your overbite is from an under developed lower jaw your choices are surgery or live with your overbite.  Pulling upper teeth and moving your front teeth back to meet the underdeveloped lower is not a good option. Will leave your whole lower face in a bad position.
