Surgery is best: Your jaw stopped growing when you were 17. Not much of stimulating at 32, even with a functional appliance. If your overbite is from an under developed lower jaw your choices are surgery or live with your overbite. Pulling upper teeth and moving your front teeth back to meet the underdeveloped lower is not a good option. Will leave your whole lower face in a bad position.

No growth left: After about age 12-14, growth of the face and jaws is virtually complete. Adult orthodontic options range from compromise treatments that mostly mask misalignment to surgical treatments to fix very misaligned jaws. I would recommend another orthodontic consult to see if there are other options that may work for your situation.

Complex: You have asked many questions. Functional therapy marginally effective in growing children, totally ineffective in non-growing adults. Depending on amount of skeletal imbalance, surgery may be required. Sounds like your Orthodontist gave you good advice. If concerned, seek opinion from another qualified Orthodontic Specialist and the Oral Surgeon he recommends.
