Implants are safe: But there are risks with every operation that you will have to accept, such as pain, infection and bleeding. The implant itself is inert and simply exists, creating a fuller look wherever it is placed. Butt should you get one? My preference is to use fat grafting over butt implants as the risks are less.

Buttock Implants: Buttock implants have the potential for infection, migration in position, erosion through the overlying skin and pain from pressure on nerves. Fat can be transferred to the buttocks if you have excess fat somewhere else to serve as a donor site for the fat. Fat transer can require multiple stages and can also result in complications. See a board certified plastic surgeon to learn about options.
