Yes: Depending on what type of implants you are talking about whether you are talking about bone or dental or something like alloderm. They are safe depending on the sterilization process and which company makes them.

Bone is very safe: Cadaver bone (allograft) is very safe. Any human tissue has the potential to transmit disease, but with current procurement, processing, and handling, this risk is extremely low. The exception is fresh tissue (not used very often). Soft tissue allograft is more difficult to sterilize without damaging it, so the risk is somewhat higher.
