You learned wrong. Phimosis does not affect growth of penis. Circumcision does not make it grow. If still worried or unconvinced pl see a Urologist. Overwhelming majority of the males in the world are uncircumscribed. A 5'" sxe penis is within normal limits and you might have even measured it wrong and your father should not be shocked. I think you will be fine
