Phimosis is the name: of the condition you may have. Please see your doctor and he/she can diagnose you. If circumcision is indicated it may likely be covered by insurance but you will have to ask your carrier. Peace and good health.

Need an evaluation: Your problem should be evaluated by a urologist. It is likely that you can be treated with measures other than a full circumcision & have an acceptable result. Don't try to force anything as the tight foreskin could slip down & trap the tip cutting off its blood supply.
