Is a negative syphilis total-serum blood test done at a lab after 6&1/2 weeks as well as a negative rapid test using gold colloidal method done at home after 6&1/2 was conclusive? exposure was a handjob only from sex worker. nothing else?

Zero risk exposure, testing wasn't necessary. But yes, the results are conclusive at the times you state.
