It has been estimated that at least 80 percent of sexually active individuals are exposed to HPV once in their lifetime so it is not surprised if your wife is tested positive for HPV. Yes, most HPV infections are dormant.

There is no definitive answer to this but HPV can persist for years after exposure and be undetectable at times. Also the tests are not 100% sensitive.
