Could painless bright red bleeding per rectum without constipation be from hemorrhoid anyway? how much bleeding, how frequently, and for how long would be cause for concern for someone with known hemorrhoid and a distant history of rectal cancer?

Rectal bleeding: It certainly could be a hemorrhoid, and that's probably most likely. However, with a past hisotry of anal cancer (no matter how long ago), for sure you need to see a doctor to chaeck this out, even if the bleeding stops.
