Yes : sun burn can cause blister on lips which looks different from Herpes or Impetigo

Yes: it is definitely possible. But having a lesion on your lip caused by a herpes virus is very common, almost everyone experiences this occasionally. It is also possible that the burn on your lips caused microscopic cracks that facilitated the viral infection. In any case, it is best to be cautious to avoid potential infected others, just in case it is herpes. It should resolve in 2-3 days.
