Yes ....: I am wondering about fever blisters and canker sores. Canker sores occur only inside the mouth: tongue, cheek lining, lips. They are not contagious. Fever blisters, also called cold sores, usually occur outside the mouth and are caused by the herpes simplex virus.Sun burn blisters on lips can occur, obviously preceded by unprotected sun exposure. More info or evaluation can help you sort these out

Inner vs outer: Swollen lips possible from sun exposure if rest of face sunburnt. Would not get blisters inside mouth from sunburn. See oral surgeon for correlation if symptoms persist or get worse.
