Hard to say: It is hard to say why your pap was normal with moderate dysplasia present. Good thing it was caught now and you can get treated, Your doctor may want to follow up with the company reading the pap smears and suggest a quality control analysis be performed.

Colposcopy would be the next step. You age and smoking status makes a difference. The younger you are greater the chance of things fixing by itself. Smoking is a huge risk factor for progressing to cancer.
