See a doctor: It can be an infection that can be transmitted to you, like Herpes or Molluscum Contagiosum or warts. Usually warts are not painful. No sex until you and your partner get checked by a doctor

Probably dematitis: THis could be contact dermatitis. It is possible you need a Circumcision. I recommend you see a Urologist. Make sure they are not Herpetic lesions.
