Exam needed: Often when small cuts appear in the foreskin when it's retracted it is either because the foreskin itself is too tight from some chronic skin disease or that the head of the penis is swollen from inflammation or trauma. I think it's best that you consult a urologist for diagnosis and treatment.

Dr. Seeger is correct, as usual. Also, do not use hydrocortisone cream for more than 7 days on this area, or on the face or neck, or more than 10 days on rest of the body. Also, if you have no response to either cream in 3 days, get seen.
