A conditional Yes: A tummy tuck or abdominoplasty can be desirable for any patient with excess abdominal tissue or laxity of their abdominal muscles. The ideal is to lose weight before surgery (while not using an extreme diet), but this is often not possible. Your surgeon would be able to recommend whether surgery is advisable or not.

Excess skin: The surgeon may need to evaluate the abdomen for excess skin and laxity for making surgical decision.

Yes: Typically the best candidates for tummy time surgery have a body mass index less than 35. To calculate your body mass index there are a number of online calculators. This number takes into account your height and weight. A 25 pound excess weight is typically not significant enough to preclude surgery.

Let's talk this out-: A tummy tuck is not a weight loss operation. Therefore you will likely remain 25 lbs overweight. If you remain stable then may be you will be happy but the surgery does incur more risk at bmi>31. If you lose weight, then you will lose the benefits and skin laxity will recur. If you gain weight, the fullness will recur and negate the results of surgery. A panniculectomy may reduce skin folds.
