No: Other factor play a role. Sun exposure over time increases the development of age-related cataracts. Other factors such as ocular eye trauma, surgery, or inflammation, and use of steroids can also lead to the early development of cataracts.

Yes and no: The melanin pigment in blue eyed people is less than dark brown eyes. Theoretically since ultraviolet radiation or sun exposure since childhood does bring on the cataracts a little sooner, then blue eyed people may be prone to getting surgical cataracts just a couple of years sooner than a similarly exposed dark eyed patient. Wearing 100% uv block sunglasses since early age will delay this.
