It feels good: Mouthing movements, sucking and placing fingers in the mouth are common self gratification activities in infants. The lips and tongue are supplied with various sensors that trigger pleasure responses in the brain.

Normal: Neonate's tongue sucking is very normal, there is a lot of speculation about it like hunger, dreaming of suckling, etc. It is benign and normal and it will eventually go away.
