Get a second opinion: The standard of care for a both bone forearm fracture in an adult is anatomical restoration of length and relationship between the radius & ulna by surgical means. Most surgeons choose double plating, although some cases are amenable to closed reduction and rodding. The only exception would be if surgery were life threatening or other medical contraindications.

I'd need to see the: Images. However, no callous formation at 3 months is concerning. Sometimes the cast can obscure the callous. You might want to ask your doctor if extra imaging (ct) might be helpful.
