It can be.: It can be completely normal, especially if you have skin of color or are overweight. It may just be the result of chronic friction from walking, clothing, etc. It is also possible that a previous rash in this area will leave discoloration. It's a good idea to have your dermatologist evaluate to be certain it isn't anything that requires treatment.

Thigh and groin skin: Normally, darker skin is seen in the scrotum and perineum but not necessarily in the groin or inner thighs. Sometimes fungal infection known as jock itch settles in those areas changing the skin color to a darker one.
