Is every country ruled by the same guidelines when prescribing medications and performing operations?

No: Things are not done exactly the same throughout the world. For instance there are medications that have been approved for use in other countries that have not been given fda approval in the us. Or herbal medications fall under the federal institute for risk assessment jurisdiction in germany but they don't fall under the fda in the us.
