Yes: Some early studies showed that preoperative rinsing with Chlorhexidine gluconate (periogard, peridex, (chlorhexidine gluconate) etc) may reduce the incidence of dry sockets associated with removal of teeth.

Yes: Follow the post-op instructions of the dentist/oral surgeon. If they say it is ok to rinse, then consider. Usually luke warm salt water is good.
