Can blood and mucus be a one time event in stools?

It can happen: It can. Sometimes a hemorrhoid will bleed just once and then not again for a long time. Possibly an infectious cause that cleared up. I usually advise people with this symptom to get checked out anyway by endoscopy - at least once, just to make sure it's not something more serious.
