No: Temporary crowns are meant to be temporary and be able to be removed. Final "permanent" crowns aren't. They are not put on the same.

Differently: Permanent crown cementation is a little more complex than that of a temporary crown. We want the tooth absolutely clean before applying the adhesive cement because it will be the last chance we get to clean the inside of the tooth. Modern adhesive cements are "technique sensitive" and last a long time, but their use must be meticulous.
