Scar: This is a great question, but one that should be asked in person to a plastic surgeon. In order to assure they can operate through a pre-existing scar, which is often possible, your surgeon will need to see the scar--size, location, orientation, etc.

Under the scar: When I do a tummy tuck in a patient with a pre-existing c-section scar, i always try to make my incision underneath the scar so that the entire scar gets removed along with the extra skin.

Most likely yes: You c-section scar will be removed during your tummy tuck. Your surgeon will determine if she/he can place your tummy tuck scar below the c-section scar, thereby removing the scar with the excess abdominal tissue.
