Maybe: But only early after surgery while taking narcotic medications, which can cause constipation. If you are not taking pain medication & the hernia is already well healed then hernia surgery & constipation would likely be unrelated. See your family doctor for an exam.

Yes,: But mainly in one direction: first comes constipation, next comes the hernia. Of course if the surgey was recent and you were also put on some pain medication yes, the hernia surgery unrelated how was it performed could lead to a transient period of constipation. Us a stool softener. Drink some warm fluid (milk) in the morning ANS sit on the toilet for several days to reeducate your bowel habits.
