Yes: A bump on the top of the big toe joint develops with jamming of that joint and formation of spurring. This can be caused by trauma or elevation of the metatarsal bone. Early treatment consists of steroid injections and custom inserts to improve joint function. As it advances, surgery may be needed to restore joint function, insert a joint implant or even fuse the joint to stop painful motion.

Yes: Refereed to as a dorsal bunion, you can't bend it as much because the bump blocks the motion of the big toe with the head of the first metatarsal, a term called hallux limitis.
