Rather quickly: Sleep induction with any medication depends on the reason you are not sleeping. If you have had caffeine late in the evening you will have trouble falling asleep with any sleep inducing medication. Sleep disturbance due to underlying anxiety is better treated by taking care of it. Looks like you are getting treatment for that. Hydroxyzine is an antihistamine and sedation is one of its side effect.

Hydroxyzine: Onset of action with Hydroxyzine is 15-30 min, with peak plasma levels @ 2 hours. It lasts for around 3-7 hours.
