Absent reflux: It depends on what the problem is. Torn muscle or nerve damage can be responsible. After all, it is the function of the muscle that matters, not the reflex. Mri of the neck or/and nerve conduction study of the upper extremity may help sort it out.

Get a diagnosis: Cannot predict your prognosis, and not even sure if location is within spinal canal secondary to disk problems, as could also involve upper brachial plexus. You need to see a neurologist or a neurosurgeon asap.
